Toby Carr serves as the Vice President for Government Relations for the University of Georgia and oversees University relations with federal, state and local government officials. On campus, he reports to the President and works closely with the Provost and other senior administrators to advance programs and activities that are important to the institution.

Prior to joining the UGA Office of Government Relations, he served as Director of Planning for the Georgia Department of Transportation and as Governor Nathan Deal’s liaison to the State Transportation Board and GDOT. Carr previously served as Governor Deal’s transportation policy adviser and as the Deal administration’s liaison to the House of Representatives of the Georgia General Assembly.  

A 2001 magna cum laude graduate of the University of Georgia, Carr holds bachelor’s degrees in Agricultural Engineering and Finance.  Inducted as a member of UGA Blue Key Society while a student, Carr received the group’s prestigious Young Alumnus Award in 2012.
